I agree with your point, that every individual needs to be responsible enough before blaming the authorities. Another point where I probably lacked giving enuf explanation- I did not mean to say that the organizations cannot fight terrorism. What I meant was they cant fight it alone, they need to acknowledge the power of God and keep prayer as their main weapon. Remember how Russia converted? All institutions would probably perish someday if they don't seek God. Sometimes no matter how powerful we are, we have to humbly bow down, always in front of the almighty.
